The Founders Luncheon is more than a gathering, it is a celebration of the leadership, partnerships, and shared commitment that make CAPC’s work possible. Each year, we come together to recognize the individuals, businesses, and organizations who help expand opportunity and inclusion for people with developmental disabilities. Through the support of our community, CAPC continues to empower individuals to live independently, pursue education and employment, and participate fully in the life of their community. The Founders Luncheon honors those who walk alongside this mission and helps ensure that this work continues to grow for generations to come.

The Founders Awards are presented each year in honor of Dan Hulbert, whose vision and leadership helped establish CAPC. Dan founded the organization in collaboration with the Whittier Union High School District and the Whittier Area Cooperative Special Education Program (WACSEP) with a shared belief that individuals with developmental disabilities deserve meaningful opportunities to live, learn, and participate fully in their communities. The Founders Luncheon continues this legacy by recognizing the individuals, businesses, and community partners who carry forward that spirit of collaboration, advocacy, and inclusion. These awards celebrate those whose leadership and partnership help expand opportunities and strengthen the community for the individuals and families CAPC serves.
